Advanced training of employees of territorial eco-analytical laboratories of the Ministry of Ecology, Environmental Protection and Climate Change of the Republic of Uzbekistan in matters of environmental monitoring of pesticide residues on the basis of the complex laboratory of the Center
An internship to improve the skills of employees of territorial eco-analytical laboratories of the Ministry of Ecology, Environmental Protection and Climate Change in matters of environmental monitoring of pesticide residues on the basis of the CSAC integrated laboratory was organized within the framework of the Joint project of the Ministry of Environment/UNEP “Strengthening the institutional capacity of the Republic of Uzbekistan in the implementation of the Basel and Stockholm conventions and GHS, as well as promoting accession to the Rotterdam and Minamata Conventions.”
The seminar was attended by specialists from the departments of environmental monitoring, hydrometeorology, climate change and combating desertification (eco-analytical laboratories) of the territorial divisions of the Ministry of Ecology of the Republic of Uzbekistan. Welcoming speeches were made by Khayitboev Vokhidzhon, head of the department of environmental monitoring, hydrometeorology, climate change and combating desertification, and Sidikov Akmal, deputy director of the Center for Acceleration and Control under the Ministry of Ecology of the Republic of Uzbekistan.
Legislative framework for chemicals and waste management in Uzbekistan.
Fayziev Shukhrat, Professor of the Department of Environmental Law at Tashkent State Law University, Project expert, made a presentation on this topic.
He told the meeting participants in detail about the legislative system in the field of chemicals and waste management in Uzbekistan. He focused on the environmental standards of the Constitution of the Republic of Uzbekistan, as well as on individual articles and provisions of regulatory legal acts relating to requirements for handling chemicals. Also speaking at this session were Khasanova Soliya, Head of the Department for Analytical Control of Water Quality at CSAC, and Kholmukhamedov Ulugbek, Leading Specialist at the Department for Analytical Control of Water Quality at CSAC. They spoke in detail about the methods and principles of monitoring sources of water pollution, including pesticide residues.

A presentation on this topic was made by Natalya Polyakova, Head of the Department of Analytical Control of Soil Pollution and Chromatographic Research at CSAC, and Kayumov Zafar, Chief Specialist of the Department of Analytical Control of Soil Pollution and Chromatographic Research at CSAC. The lecturers provided detailed information on methods for chemical identification of pesticide residues, on regulatory documents in accordance with which soil sampling is carried out with subsequent instrumental determination of pesticide residues in the soil.
Methodological recommendations for accreditation of environmental analytical laboratories.
A session on this topic was conducted by Nazokat Nasriddinova , Head of the Department of Environmental Standardization, Metrology and Instrumentation of CSAC, and Usmanova Shakhnoza, Chief Specialist of the Department of Environmental Standardization, Metrology and Instrumentation of CSAC. They spoke about the process of accreditation of environmental analytical laboratories in accordance with the state standard O’z DSt ISO/IEC 17025:2019, which sets general requirements for the competence, impartiality and stable functioning of laboratories. We shared our experience of a step-by-step assessment of the functioning of the management system, the technical equipment of the laboratory, readiness in terms of ensuring traceability of measurement results, and the competence of the laboratory personnel.
Methodological basis for environmental assessment of the hazards of chemicals, including pesticides.
A session on this topic was held by Asilbekova Khaniya, head of the Information and Analytical Department of CSAC, and Suleymanova Zulfiya, chief specialist of the Information and Analytical Department of CSAC. They presented information on the regulation of pesticides in the Republic of Uzbekistan. We dwelled in detail on the practice of conducting environmental assessment of pesticides, as a procedure for establishing its hazards and risks of use.

To consolidate the knowledge gained, the training participants continued to work in groups. Group No. 1. Methods for identification and quantification of pesticides in the environment. Sampling methods. Trainers: Polyakova N., Kayumov Z.; Group No. 2. Package of documents for accreditation of testing laboratories. Requirements for filling out the package of documents. Trainers: Nasritdinova N., Usmanova Sh.; Groups No. 3. Environmental examination of technical documentation for registration of pesticides (technical documentation is presented on the basis of which participants prepared proposals on the dangers of pesticides for the environment, Trainers: Asilbekova H., Suleymanova Z.
On the functioning of the Unified Geoinformational Electronic Database for Pollution Sources Monitoring (UGED PSM). Introduction of data adding of the results of environmental monitoring analysis into the Unified Geoinformational Electronic Database of the PSM.
The session was led by Mukhamedov Aziz - Chief Specialist of the Information and Analytical Department of CSAC, administrator of the EEBD MIZ, Kayumov Zafar - Chief Specialist of the Department of Analytical Control of Soil Pollution and Chromatographic Research of CSAC, moderator of the EEBD MIZ, Pulatova Dilobar - Chief Specialist of the Department of Analytical Control of Emissions into Atmospheric Air, moderator UGED PSM.
Practical lessons.
Participants in the meetings in the laboratory of the Department of Soil Pollution Monitoring and Chromatographic Research at CSAC were familiarized with the basics of working on the Chromatek-Crystal 9000 gas chromatograph and the A3081/4520GB atomic adsorption spectrophotometer for analyzing heavy metals and pesticide residues in soil and water.

Technical issues were discussed in the CSAC laboratories (in the areas of water, air, soil) to assist specialists of territorial laboratories in the implementation of environmental protection measures.
