A training seminar was held in Tashkent on the topic “Strategic approach to international chemicals regulation. Industrial sector"
The Center for Specialized Analytical Control in the Field of Environmental Protection (CSAC) under the Ministry of Ecology of the Republic of Uzbekistan organized a seminar on the issues of rational management of chemicals in the industrial sector.
Participants of the training seminar became familiar with the concept of the Strategic Approach to International Chemicals Management (SAICM). They were also provided with information about international conventions in the field of chemicals and waste management: the Basel, Rotterdam, Stockholm and Minamata conventions.
To consolidate the information received, the training seminar participants continued to work in three working groups, where they discussed such topical issues as SAICM, international conventions in the field of chemicals and waste management, and chemicals in the industrial sector. Based on the results of the group work, the participants presented a presentation.
Summing up, the seminar participants noted the need to ensure safety at industrial facilities. To achieve this, it is important to carry out an appropriate set of measures and ensure the use of means and methods of protection. We discussed the reasons for the possible occurrence of emergency situations, such as non-compliance with safety rules, violation of established standards during the construction and design of an enterprise, improper use of equipment and mechanisms, violation of technological production methods, etc.
The seminar participants drew attention to the fact that the creation of chemical safety became most widespread after the emergence of large enterprises operating continuously. Because of this, the content of hazardous substances in production increases, which very often leads to accidents. People working at these facilities are most exposed to hazardous contaminants with which they interact.
It was especially noted that chemical and industrial safety should provide reliable protection for employees, organizations and society from possible accidents and their consequences. Harmful mixtures enter the body through the respiratory tract and skin. It was noted that at all chemical facilities the permitted concentration of chemicals and toxins is established. This is a level that excludes the possibility of causing diseases or abnormalities, and does not affect the employee’s performance during daily exposure. Occupational safety in industry is determined by established norms and rules that must be followed.
At each facility, it is necessary to solve many problems of gas analysis, such as monitoring the maximum permissible concentration of the working area for toxic mixtures, measuring flammable gases and vapors, measuring the excess/deficiency of oxygen, typical tasks of controlling technological processes: constant monitoring of the purity of oxygen and hydrogen - products of water decomposition by electrolysis. electrolysis station, continuous monitoring of the purity of O2 and N2 - air separation products at the oxygen separation station, testing of flue gases, with calculation of gross emissions and others.
The training seminar was organized within the framework of the Joint project of the Ministry of Environment/UNEP “Strengthening the institutional capacity of the Republic of Uzbekistan in the implementation of the Basel and Stockholm conventions and the GHS, as well as promoting accession to the Rotterdam and Minamata conventions.”
